The Local Government Association have partnered with the Social Value Portal and the National Social Value Taskforce to develop a set of Themes, Outcomes and Measures (TOM's) to help councils measure the value they are achieving through implementing the Public Services (Social Value) Act 2012.

ESCC use the Orbis Social Value Measurement Charter (which is a bespoke version of the National TOM's) to secure additional benefits for our residents and communities when awarding contracts.
